there is this cat that keeps attacking my cat its owned but it just about killed mine should i?

kill it the next time i see it attacking my cats

tell the owners that they must be more responsbile for there cat and what it has done they need to jknow that there cat is doing that and if it dosent stop take it to the shelter
That's why you should keep your cats inside. Contrary to popular belief, cats are domesticated animals, just because they are able to find their way home does not mean they should be let outside to wander like wild animals.
i would confront the owners and then maybe they will do something about it
You may be able to get assistance from your local animal control. They may talk to the owner for you. If you kill the cat, you will get arrested.
Keep your cat inside. Then it will be nice and safe from the crazy kitty that attacks it.
Try tear gas if the thing is going too far.

But if you have time and live in a relaxed community, then:

1-Talk to the owner.. and if too rude, send him a vet bill of the injuries treatment in your cat

2- Call animal control or police. You are entitled to have your animals protected from violent ones. If you are able to videotape or webcam what that crazy cat does to your kitties and there is not sign of provocation from your side, this should be enough fro aothorities to go on a complaint basis.

Almost all police dept have a icious and Dangerous Animal Unit, and you can get a form for that very easily.

why do you people get so bent out of shape when something bad happens to your cats when you're the one who lets them outside in the first place?! Don't you have it figured out by now that the safest place for cats is indoors?
there just having a spat if your cat was really scared it would stay away from the other cat. i have never heard of a cat killing another one from fighting it. I would just keep you cat inside if your that worried. Some cats are just Bullies.
Indoor cats = better
talk to the owners and let them know about the attacks. As long as both of you are letting yours cats outside.you are both at fault. If this cat was coming over and somehow attacking your indoor cats.I would expect the owner to pay for any damage their cat caused..but since you let your cats roam free, you are putting them in danger. If you don't want them attacked by a cat, dog, wild animail, hit by a car, poisoned, to pick up a disease from another animal.then KEEP THEM INSIDE!!
